As I understand it, Chrome OS is meant to be a cloud client, so you develop
apps on remote machines, normally virtualised ones. You can develop App
Engine apps on CoderBuddy and build apps on a Linux machine using my own
NotebookCloud There's tons of online dev tools, many are good and keep
improving, and many more will appear over time.
If you want to develop C apps as web apps, there's NaCl.
The list of options is large and growing.
Chrome OS is a thin client, but Apple generally make fatties, so Chrome OS
based devs radically different tools.
