What steps will reproduce the problem?
1. Sign in as guest.
2. Call login_manager::kSessionManagerRetrieveSessionState
3. Check the state value.

What is the expected output?
"started"

What do you see instead?
"stopped"

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always

What is the impact to the user, and is there a workaround? If so, what is
it?
power manager doesn't behave correctly when browsing as guest.
