What steps will reproduce the problem?
1. attempt to add jabele as a reviewer on
https://gerrit.chromium.org/gerrit/#/c/47745/
2. see error screen like:
Application Error
Jason Abele <jab...@chromium.org> is neither a registered user nor a group.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always (and others can not add me)

I am a vendor and my contract just renewed ... did something with my
accounts get handled incorrectly? I can login to gerrit and submit CLs,
but apparently not review them
