Lets get a non-important lumpy builder in paladin running HWTests this
iteration to start looking at where other issues may be hiding in our
infrastructure with respect to HWTest in the CQ.

The pool that these machines will be in is "cq-bvt"

John can you take 4 lumpy machines from the ones you are adding and
add "pool:cq-bvt" to them please. It is fine if they are preMP for now.
These should have platform "lumpy" and should not be in any other pools.

Sosa please make the necessary changes in buildbot and cbuildbot to get
this up and running.

Done. Using MP lumpys.

Added to label 'pool:cq-bvt' hosts:
chromeos2-row2-rack7-host10, chromeos2-row2-rack7-host11,
chromeos2-row2-rack7-host8, chromeos2-row2-rack7-host9

Modify mario unified faux builder to be a lumpy unified with hwtests
enabled.

Modifies the existing unified mario config to be a lumpy config that runs hw
tests in the lab. This change also re-introduces the hw pool to be
configurable
per build config.

TEST=unittests + pylint on all changed files.
