Zach, I agree. However, to the best of my knowledge, Google+ doesn't
provide a way to move +1s from one URL to another. +1's don't even follow
301 redirects, which would probably be the easiest way to handle URL
changes.
While it'd definitely be nice if Google moved them in this scenario, it's
not really fair to the developers who'd like to do this on their own
website but can't. Such folks typically setup permanent redirects (which is
already done here) and use the old URL in the buttons.

Zachary, it looks like URLs are being grouped and the +1's are "available" to both URLs. I assume with that being the case, they went ahead with the change.
