download manager (features wget support extension)

Hi i would like that some developer make a extensions, for google-
chrome that support wget (linux) because it is very powerfull download
manager:

With it we can:

* resume getting a partially-downloaded file (links)

* limit download rate (it is necesary for not lag other connections)
