How can I add a URL to the download manager in a Chrome Extension?

I've been working on an extension that checks for certain URLs in page
content and lets the user put a button to automatically put these into
the download manager. I've gotten everything I need, but how do I
actually tell Chrome to put the URL into the download queue?

And on a related note, is there any way to read from the download
queue from an extension? I'd like to see both what has been
downloaded and gain access to those files. I'm guessing the security
model doesn't permit this, though.

There is no download API as of now. You can file a feature request at new.crbug.com or star an existing (preferred, search if exists) one at crbug.com.
