Chromium does have safe browsing enabled. I guess an empty profile was
probably used, and the safe browsing service hadn't downloaded its filters
when you tested it.
Check for the existence of files named "Safe Browsing *" within the
chromium config directory (~/.config/chromium on Linux). These should take
a couple of megabytes; if they're missing or incomplete, just leave the
browser running a couple more minutes until they're fetched.
Try loading http://ianfette.org to test this.
