Window size settings

I used both the --window-size=w,h and the--enable-fixed-layout=w,h  command-line flags to try and control the SIZE of the browser window when it is opened.  neither of the flags did anything.  What am I missing?

Also, is there a way to launch the browser without menu-bar, status--bar, or frame?  Again, this is in a specific embedded environment where the user will NOT have access to make any changes, selections, or have ANY interface with the browser.  chromium-browser is being used for DISPLAY purposes ONLY.  It is meant to display embedded HTML5 pages.
