the content component build rides again

Hi again,

After fixing the two semi-obscure issues we ran into last time
(incremental linking on windows, and linking w/ the ld.bfd linker
instead of gold on linux), I have re-landed the "build content as a
component" change in r110360.

This time it's earlier in the day :) If you have any trouble building
on Win or Linux and it looks like it might be related to weird
compiler issues or linker issues with content, please let me know.
