As PhistucK mentioned, you can make translations, but you will need to compile and distribute your own build of Chromium.  There are quite a few places you need to change to add a new translation-- it will require some technical skills.  Here's an overview of the bare minimum you'd need to do:

1) Find all the .xtb files in the project.  Create a new one for your language.
2) Add the new .xtb files to their corresponding .grd files.
3) Modify the build to know about your language and to create a language dll or pak file.

I think you'd also need to modify ICU to know about your new language, but I'm not sure about that part.
