Network info: wifi

Please specify Area-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
1.  Add new user who has profile picture
2.  Make sure that profile image is loaded in Choose a picture screen
3.  Select any picture other than profile picture
4.  Go to Settings page and open Change picture dialog
5.  Observe the profile image

Expected Result: Should see the profile image

Actual Result:
Broken Image is shown for the first time opening the dialog. After closing  
and opening the "Change picture" dialog, profile image is updated.

Issue is seen only if we don't select profile image at "Choose your account  
picture" screen

reproduce?)
