Version: M19
OS: Win7

What steps will reproduce the problem?
1. Install user level chrome, notice the chrome icon pinned to taskbar
2. Quite chrome and install system level chrome
3. Launch Chrome
4. User gets error message indicating that Admin has installed system level  
chrome. Clicking OK removes the chrome icon pinned to taskbar.

What is the expected output? What do you see instead?
Relaunching chrome from start menu doesn't pin chrome to taskbar.

Note: Direct system level chrome install pins chrome to taskbar.
