New issue 124342 by g...@chromium.org: New browser windows aren't associated
with pinned Chrome
http://code.google.com/p/chromium/issues/detail?id=124342

20.0.1108.0 on Window 8 installed at system level:

- go to start screen
- right-click on Chrome icon
- select "pin to taskbar" from the menu area at the bottom of the screen
- go back to desktop
- launch Chrome via the new pinned taskbar icon
- notice that the browser window that opens isn't associated with the
pinned icon

perhaps the AppUserModelId on the window doesn't match the one on the
shortcut?

This also occurs on Windows 7. Tested on 20.0.1115.1

Comment #4 on issue 124342 by g...@chromium.org: New browser windows aren't
Ya, from what I've seen on Canary recently this seems to be related to the
new iconing we do for multi-profiles (the first profile should stick to the
original icon and others get a new icon).

Furthermore, I tried pinning the "profiled" icon; hoping I could open a
desired profile from the taskbar, but the icon goes back to a normal Chrome
pin after closing all of that profile's windows and launching it then just
launches the default profile...

I think our win7-era code uses dynamic appusermodelids, the problem is that
now win8 takes them more seriously.

It looks like this is now broken in new ways. Rachel, I'm assigning this to
you as per Carlos' suggestion - he's going to come discuss with you at some
point soon.

This sounds like the same behavior we're seeing in issue 91650.
