What steps will reproduce the problem?

1. enable the Japanese IME, switch to it
2. click Omnibox
3. open the system tray, then click "Google Japanese Input".

What is the expected result?

The IME menu which has strings like "Direct input", "Hiragana", .. fits
into the panel.

What happens instead?

It does not. See the screen shot.

Please provide any additional information below. Attach a screenshot i
possible.

Please also check M20.

Reproducing on my environment.
Note that it doesn't reproduce on 21.0.1136.0 (Official Build 136771)
canary, so It's unlikely to happen on M20.

I think you can just add the properties in the same container as the IME
list (i.e. in |scroll_content()| instead of creating a new |properties|
container in AppendIMEProperties
