Version 29.0.1517.3 canary
OS: Mac OSX

What steps will reproduce the problem?
1. Click on volume control
2. Move mouse across the system tray. Many of the controls notice this and
open their menu on hover.
3. Notification center doesn't do that (Nor do Drive or Hangouts). Can we
do that?

No, we can't participate in this tracking loop because we're not a
NSMenuExtra but a NSStatusItem. NSMenuExtra is undocumented/private API.
