Steps To Reproduce:
1. Add few users and log out
2. Click on Add user
3. Set the focus to user name

Expected Result: No tooltip of existing user is shown

Actual Result: I see the the tooltip of existing user email id

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Very often

What is the impact to the user, and is there a workaround? If so, what is
it?

I see this error on boot to user pods screen:
