When you are ready to code, start by downloading and installing some of the samples in our repository, specially the Hello World and the windows. Run them in your Chrome Canary (following these instructions). If everything is fine, you can start coding your own app. Currently the platform is in developer preview, so you cannot publish in Chrome Web Store. This means your users/testers will have to follow the same procedure you did to install it.
