Chrome apps panel UI is not working

Why the latest version of Google Chrome is not showing panel UI? I've enabled panel from "chrome://flags" page yet none of my panel apps are opening inside a panel, rather opening in a new window.

I am using Chrome Version 25.0.1323.1 dev

i am having the same problem.

any way to debug/# on dev channel, and in dev mode.

currently using the lastest dev build, and its working!!:D yay
