Cant publish to test account on developer dashboard due to not allowed to link to the API console project specified in the manifest

I got the error message as following while publish to test account on
developer dashboard since 15 May 2012 (before the date i can publish
to chrome webstore).
" This item is not allowed to link to the API console project
specified in the manifest. You may only link to an API Console project
if one of the owners of your Chrome Webstore project is a writer or
owner of the API Console project."
Note:
I am the owner of the API console project and the Chrome Webstore
project. The names are both the same and the project id in the
manifest is the 12 digit id of the API Console project. What should I
check ?
