outside of its origin?

what speaks against it?
i mean if extensions are allowed to request cross origin permission,
why shouldn't be chromium apps?
it would be quite nice to be able to make cross origin API calls
client side..

Apps are not extensions. They are packed the same way and share a few permissions, but they are not extensions. They are not extending the browser.
