Invalid request for associating merchant account

I'm trying to setup a merchant account for the chrome webstore and I
am a
Swiss resident/citizen which should be possible according to the
guidelines of the webstore. I made it to the form with the title "To
receive payments
through Google Wallet, enter your business' information below." After
filling out all fields, checking the checkbox at the bottom and
sending
the form I only get a "You have sent an invalid instrument request" on
top of
the form, no other information supplied.
I tried two different credit cards, experimented with other settings
but I always only get this response. I noticed, that the credit cards
I entered there get associated with my existing Wallet account.

Any idea what might be the problem?

P.S.: I also wrote an email to the support but after almost 2 weeks
still no answer. Obviously Google is not in need of more income;-)?

I am having the same problem. Did you resolve this issue, or finally
receive a response from google?
