I'm a teacher who's created a course on a google site. Due to internet problems in some of our schools, I would like to convert this to a packaged app for offline use. Do you know of any help resources you could point me towards to achieve this? Everything I've read so far doesn't really use converting a website as an example.

So, using Google Sites Liberation, I've downloaded my site (only 200MB). The problem now is that my site is all in folders with the different elements all containing an index file. Which file would I be pointing to in my manifest.json? And it would be a browser action right?
