Is it possible to get promo codes for apps? Say I want someone to
review the app or I want to give it a way to friends. Can I give them
a code so they can download it for free so they don't have to pay to
get the app?

Not that I know of. You could promise to manually refund after the fact.

I haven't tried so, but maybe you could add them to the tester accounts and deploy a free version only for them.
