I'd like to upload same manifest version app.
I think, Unpublished app should be able to upload the same version.

For example.
Upload an app, manifest version is 1.0
Modify the app and re-upload the app version 2.0.
But I had a mistake. I wrote manifest version 22.0!

The app have not published yet.  I'd like to re-upload 2.0 version.

discard draft in the edit page?
