Unfortunately the Apps for Education and Chromebooks for Education
programs are for schools, not for individuals. You can buy a
Chromebook as an individual and it's the exact same hardware and
software, but without the educational service plans and administration
interface.
Chromebooks include accessibility features for users who are blind or
low-vision. They do not have any particular features for dyslexia at
this time. You might want to speak to an accessibility expert who is
familiar with dyslexia solutions to evaluate a wide range of hardware,
software, accessories, and resources. In the U.S., many state
rehabilitation departments may be a good place to start.
