Omnibar, tab browsing, and About box

Omnibar selection feedback and reporting has been fixed, but there are
issues with navigating and reading current line.

contains all the updated details, but original bug report/ticket
crbug.com/53380
has not been touched. Please re-open both bugs and cross-reference
them as needed.

I opened a new bug for the remaining omnibox issues - I'm pretty sure I know exactly what to add to get those last cases working.

I tagged the other two bugs, haven't investigated yet.

Unfortunately, tab browsing bug is still present in 17.0.931.0 canary and
NVDA 2011.3-4762
